Beach addressed the absence of historical civilizations like Great Britain and India, stating that difficult choices had to be made. The sheer number of popular choices necessitated the omission of some favorites to make room for fresh, exciting additions. While some civilizations were left out initially, Firaxis plans to reintroduce them strategically in the future.
